Yes, I had seen that. The thing that was left unclear was if I put in a
new rule, will it be immediately evaluated or is there a way to 'batch'
the rules and evaluate them all at once?

Reason being, if I have rules that could be chained, I'll have to be
especially careful the order of adding. If I could add them in a 'batch'
mode, then I can add them and let the calls find the appropriate
ordering.
