I think, in some general sense, yes. Though, only with a fair bit of  
hacking.

There's a Protege3.x plugin (or set of plugins) that do swrlish and  
jessic and swrljessic stuff. You might be able to get something out  
of that.

I can imagine several ways of combining Jess and Pellet depending on  
whether you see Jess as a production rule system or as an  
implementation of positive datalog. (Pellet actually includes a rete  
engine to help with evaluating DL Safe SWRL rules; or it did at one  
point :))
