This is an OWLAPI question and you should ask it on the OWLAPI mailing 
list to get the the correct answer. AFAIK, OWLAPI only supports parsing 
KRSS syntax but does not support serializing ontologies in KRSS syntax.

PS: Personally, I would suggest you not to use KRSS syntax anyway since 
there is not too many tools
