Just in case you're not on the cced lists and don't --- though you  
should! ;) --- read the blog, here's the announcement of the new OWL  
working group. And my blog post on it:

As I'm sure most of you know, we've been active supporters of the  
evolution of OWL and have supported OWL 1.1 for quite some time. C&P  
joined the W3C to participate in the OWL working group and we hope  
that members of this list will provide input and feedback to the  
group. We'll be bringing issues that affect Pellet to this list, but  
I also urge you to follow discussions on public-owl-dev and the  
forthcoming working group mailing lists.

If you have questions about the group and participation, feel free to  
drop me (or Kendall) a note. We've both had extensive experience with  
the W3C.
