No, that's not right either :) I think what is confusing you is you
think OWL 1.1 is a fixed standard as OWL. But this is not true. OWL 1.1
is an ongoing effort and the specification (including the syntax of OWL
1.1) has changed considerably in the past. Specs has become much more
stable recently after the W3C submission and there will probably be a
W3C working group to make it a W3C recommendation.
The download link to OWL 1.1-supporting SWOOP was done at a point when
the OWL 1.1 specs were still in a preliminary state (Nov 2006) and the
syntax of OWL 1.1 has changed since then. This is why that version of
SWOOP will only work with the OWL 1.1 ontology provided in the
distribution file (which uses the Nov 2006 syntax) and will fail with
the online OWL 1.1 ontology (which uses the current syntax).

No, OWLAPI which is the bridge between SWOOP and Pellet has also changed
considerably since then. Pellet has been updated but SWOOP has not so it
is not possible to use the latest Pellet with SWOOP.

There is no such version. We are not currently providing support for
SWOOP and it is not under active development anymore. If we get any
funding for SWOOP in the future, the situation might change.
